The meeting was called to
order at 2:00 p.m.
Council Auditor Kirk Sherman
distributed copies of a proposed ordinance authorizing the extension of the
existing contract for independent auditor services with Ernst and Young for an additional
2 years with a rate increase over the current year’s contract of 3% per
year. Mr. Sherman explained that when
the auditing job was last put out to bid 3 years ago only 1 bid was received. The City entered into the contract with Ernst
and Young for 3 years with the expectation that, with satisfactory performance,
the contract would be extended for 2 additional years, at which time the
contract will be let out for bid again.
The City intends to make an effort in the upcoming 2 years to publicize
its desire for additional bidders, especially among mid-sized accounting firms
that traditionally have not made proposals for the City’s independent audit
work.
Several committee members
expressed a preference for opening up the process to new proposers now, or at
least next year, rather than in 2 years.
Mr. Sherman explained that due to the timing of work in the audit cycle
and the need to have a firm under contract and working through the summer on
internal audit functions, there is insufficient time to do an RFQ process and
hire a new firm this summer to perform the FY07-08 audit when the fiscal year
ends September 30th. At least
one more year with E&Y is, in his opinion, the only practical alternative
at this point. The committee took no
action on the proposed ordinance.

committee asked several questions of Kelly Boree, Deputy Director of the
Recreation and Community Services Department, about the cost and use of the
beach cleaner, which would be used to groom the beaches at Hanna and Hueguenot Parks.
Council Member Graham noted that the Beaches cities contract out their
beach cleaning service and asked if the department had considered contracting
for this service, which it had not.
The committee asked Ms. Boree to obtain cost estimates on contracting
