The meeting was called to order at 2:00 p.m.

 

Dan Kleman, Director of the Fire and Rescue Department, made a presentation to the committee regarding the 2006 update of the Tri Data study of the Fire and Rescue Department’s operations.  The Tri Data study was initiated by the City Council in 2000 and completed in 2001.  The Ordinance Code requires that the fire department study be updated every five years and Mr. Kleman presented maps and a PowerPoint document outlining the results of the 2006 update.  The data shows that service calls for fire and rescue services in Jacksonville are growing at a faster rate than population growth over the 5-year period (+16% vs. population growth of +9.3%).  The national standard response time goal is 4 minutes or less, 90% of the time.  Jacksonville’s 90% response time average is 7:02 and the 4 minute goal is achieved less than 40% of the time.

 

Since it is unlikely that demand for services can be reduced with the population both growing and aging, the department needs to increase its capacity to respond in a timelier manner.  The Tri Data study recommends the construction of 8 new fire/rescue stations, the addition of 4 new rescue units, 4 additional ladder companies and 2 new marine units, and an expansion of staff sufficient to meet the state-mandated “2-in-2-out” staffing level on each piece of fire apparatus.  The administration is in the process of preparing a proposed funding plan, which should be ready for presentation to the Council in the next 2 months.

 

Mr. Kleman responded to several questions about mutual aid agreements with neighboring jurisdictions and military bases, about the status of “2-in-2-out” staffing in other Florida cities; about the trend in response time in Jacksonville; and about the role of private ambulance services.  Chairman Shad indicated that he will be meeting with the administration to discuss how to prioritize fire and rescue needs given the City’s budget constraints.

Bert Watson, an organizer of the effort to bring the USS Charles Adams to Jacksonville, answered questions about the proposed location for the ship and about his group’s finances and operational plan.  Lisa Rinaman of the Mayor’s Office stated that the administration is supportive of the concept of bringing the ship to Jacksonville, but will need further information about location, operations and financial ramifications before it can completely commit to supporting the project.
