The meeting was called to
order at 2:05 p.m.
Mickey Miller, Director of
Administration and Finance, made a brief presentation and requested the Finance
Committee’s approval of three specialty risk fund managers to manage a portion
of the City’s investment portfolio, as required by sec. 110.203 of the
Ordinance Code. The committee approved
the selection of Delaware Investments/Logan Circle Partners, Fidelity
Investments, and Loomis Sayles and Co., LLP.

Kyle
Billy of the Council Auditor’s Office gave a brief history of this issue,
indicating that the City has never paid crossing license fees to the
railroads, but is beginning to be asked to do so now by all of the railroads
in town. The City and the railroads
have traditionally split the cost of crossing signal maintenance 50/50, but
the City is now being asked to take over the full cost. In answer to a question from C/M Joost
regarding the possibility of condemnation, Lawsikia
Hodges of the General Counsel’s Office indicated that attorney Bruce Page is
of the opinion that it is theoretically an option, but the compensation due
the railroad could be extremely expensive. Several
committee members requested the opportunity to meet with Mr. Page and Cindy
Laquidara of the General Counsel’s Office to discuss possible alternatives. DEFER |
